If the 7000 series was such a well written document why doesn’t it quote the state statutes directly, instead of vaguely paraphrasing the statutes? What it really seems like is Pat Mechare is more interested in creating one board to rule over all the towns, taking away the independent status of each town. What is in it for her? She knows that the Region One office works directly with each local board and spends and equal amount of time with each. I don’t understand her motivation but I think there is something underhanded going on with her politics.

Our reply..What an idiotic statement as each town has their OWN LOCAL Board Of Education to independently run their local schools. Nowhere in Pat’s statement is there any thing about abolishing the local boards. So obviously the person who wrote this post is in the dark..or has never voted in a local BOE election, or has never attended a LOCAL BOE meeting.

Our reply..Whats in it for Pat and everyone else is correcting the false statements and stances from the administration, some A.B.C members, and some Region One Board members on the real status of the A.B.C. Committee. The A.B.C is called a committee for a good reason. As a committee, it does not have the authority to spend money, it must request money from the Region One Board. It does not have the authority to implement any program, hire, pay, without the approval of the Region One Board. The A.B.C. is strictly ADVISORY. Period.

The 7000 Series is a policy shared among the six elementary schools and the high school. The policy says on page 4, under the heading “Governing Body”: “The governing body of the Regional School Services Center [wrongly refered to as “central office”] is the Regional School District Number 1 Board of Education (the “Regional Board”), in accordance with Section 2 of Special Act 405 of the 1959 session of the Connecticut General Assembly. The Regional Board shall receive and may act on the recommendation of the All Board Chairs (ABC) Committee, an advisory committee to the Regional Board, in all matters affecting the Regional School Services Center.”
It does not get any simpler than that.

THE 7000 SERIES DOESN’T PARAPHRASE THE STATUES. IF THIS POSTER HAD BOTHERED TO LOOK AT PAGE 3 OF THAT SERIES THERE IS REFERENCE TO EXACTLY THE TERMS AND CONDITIONS OF THE LAW THAT WAS USED TO ESTABLISH THE REGIONAL SCHOOLS SERVICE CENTER AND THE PURPOSE FOR CREATING IT, WHICH IN TURN ESTABLISHED THIS POLICY SERIES. FURTHER, AS NECESSARY THROUGHOUT THIS SERIES, SPECIFIC STATUTES ARE NOTED AS APPROPRIATE.

WHAT AN ABSURDLY RIDICULOUS STATEMENT! MY COMMENTS WERE CONFINED TO THE ROLE OF THE ABC COMMITTEE AND THAT OF THE BOARD OF EDUCATION CHAIRMAN, THE BOARD ITSELF AND THE SUPERINTENDENT IN RELATIONSHIP TO THE 7000 SERIES AND THE LAW. MY STATEMENTS DID NOT CONTAIN THE SLIGHTEST INTIMATION OF WHAT THIS POSTER CLAIMS. THIS POSTER MUST BE DESPERATE TO CHANGE THE FOCUS OF THE CONVERSATION AWAY FROM THE SUPERINTENDENT AND THE BOARD CHAIRMAN IF HE/SHE CAN SO CASUALLY MAKE SUCH A FALSE ACCUSATION. IN FACT, I THINK THOSE WHO CREATED REGIONAL SCHOOL DISTRICT #1 DID IT CORRECTLY BY REGIONALIZING ONLY THE HIGH SCHOOL AND SHARED SERVICES. MANY OTHER REGIONAL SCHOOL SYSTEMS IN THE STATE MADE THE MISTAKE OF ALSO REGIONALIZING THEIR ELEMENTARY SCHOOLS, THUS EFFECTIVELY HAVING THEIR INDIVIDUAL TOWN LOSE CONTROL OVER THEIR LOCAL ELEMENTARY SCHOOL BY ELIMINATING THE LOCAL BOARD OF EDUCATION FOR THE ELEMENTARY SCHOOL IN FAVOR OF A REGIONAL BOARD FOR NOT ONLY THE HIGH SCHOOL, BUT ALSO FOR ALL THE ELEMENTARY SCHOOLS IN THE TOWNS WHO WENT TO THAT HIGH SCHOOL. AS I SAID, THOSE WHO ESTABLISHED REGIONAL SCHOOL DISTRICT #1 LEFT THE LOCAL ELEMENTARY SCHOOLS’ OVERSIGHT IN THE HANDS OF EACH TOWN BY RETAINING ITS LOCAL BOARD OF EDUCATION – THANK GOODNESS! DOES THIS POSTER ACTUALLY THINK THAT I WOULD WANT SOMEONE FROM OTHER TOWNS DETERMINING HOW LEE H. KELLOGG SCHOOL EDUCATES OUR CHILDREN, DECIDES ON THE STAFFING NUMBERS, PROGRAM AVAILABILITY, WHAT WE ARE WILLING TO INVEST MONETARILY AS A TOWN AND A WHOLE HOST OF OTHER THINGS THEREBY TAKING THAT POWER AWAY FROM LOCAL PEOPLE MAKING THAT DECISION? NOT A SINGLE CHANCE THAT WHAT THIS POSTER HAS SAID IS TRUE! This person is in another world and quite frankly ignorant. The 6 schools that feed into H.V.R.H.S. all do their own thing. Really, it is a region on paper only! Don’t not even buy their toilet paper from the same vendor.
